About the Ministry


The central priorities for MODVA is to develop a management plan and strategy to implement and monitor the policy presented in the Defence policy and to provide the equipment and resources necessary to its implementation.

The structure and organisation of MODVA will be kept under review. In addition, the MODVA will actively participate in Defence and security aspects, including contribution to Government crisis management and contingency planning (including co-operation with other interested ministries). Aside from these central issues, specific management priorities are also identifiable.

These include the determination of force levels, equipment requirements, training, recruitment and deployment policy; career planning, the refinement and review of the concept of operations; the effective management of resource allocation and distribution; and the articulation of the Defence programme into a detailed long term financial plan (a long term costing, or LTC).

An overriding policy objective will be to align accountability with responsibility and authority as closely as is practicable. The MODVA is prepared to share its experiences with other countries whose Defence Forces are developing or restructuring.

 

High Level Statement

The MODVA and NDF strives to safeguard the country’s national interest by promoting sound relations with sister Defence forces in the region. These relations will also be extended to armed forces of peace loving nations in the international community who share our values of peace stability and progress.

 

Mission

The Ministry of Defence and Veterans Affairs shall be an efficient, effective and accountable Government institution responsible for formulating policies and programmes on Defence for the government. It will continue to execute government decisions on Defence issues in a timely and cost effective manner. Furthermore, it will continue to procure equipment for the Namibian Defence Force.

The Ministry of Defence and Veterans Affairs aims at developing a small, well trained, highly mobile, professional and well equipped force, ready to protect the sovereignty and territorial integrity of the Republic of Namibia and actively contribute to international peace and stability.
